Getting busy department heads to take ownership of problems they haven't previously recognized can be quite complex. There's a little bit of shame blaming but also sharing of the problem like we have with Blizzard Entertainment where the guy running customer service related to his Todd. And then the other executives all said oh that's my problem or I'll take care of this one.
