The highest entropy state you can be in is completely empty space. The early universe may have been dominated by inflation, by an inflaton field with no particles in it. But again, just like for the expanding universe, that is one particular configuration that could have been in a lot of other physical configurations. All these are other possible physical configurations of that early universe.
