The story ends at being kind of a case for the bureaucracy. I learned in doing it that typically you have principals who are the heads of agencies, who have great decision making power but they have huge portfolios. And these systems were really either sidelined, disempowered or just completely cut out of the conversation. So there is a bureacratic impetus from below.
