Jesus is not revealing himself to everyone, like he did paul on the road to damascus. He's using parables which all would not even be necessary if they're born spiritually blind. Why put a blindfold on somebody born but spiritually blind? You don't have speaking parables to keep them confused. If you believe in total inability, then signs and wonders, normative means would have no persuasive ability over tyre and sidon.
