Energy efficiency is very important in making the problem more manageable. We need to share investment between encouraging innovation and enabling implementationan and policy incentives. I mean, when we think globally, i think it's important to pay attention to those countries that are not yet locked into a carbon intensive economy. Theyre relatively easy opportunities for such a sort of encourage and enable the take up of low carbon technologes or energy efficient measures.
