Do the Police Departments Really Have the Power to Predict Future Bad Behavior?

The more I've seen of police behavior, the more I wonder whether they think of themselves much more than I thought as above the law and able to do what they want. And that's something we just because there's currently so little opportunity for police departments to intervene with those officers. So a number of police departments have tried in recent years to put together some like predictive algorithms to figure out based on past behavior who is likely to use force or kill someone or do something really bad. It would really be a problem down the road.
