The Third Layer of Licensing for AI
We should have licensing in place so that before such a model is deployed, the agency is informed of the testing. We will need a new generation of export controls to ensure these models are not stolen or used in ways that would violate the country's export control requirements. The model developer needs to know your cloud. Where is your model being developed? Where is it being deployed? All of us need to know our content.
