Is There a Reason Not to Instigate a Parental Licensing Scheme?

CNN's John Defterios asks a series of questions about the role of parents in children's lives. He says it seems like to him there's no objection not to institute a parental licensing scheme. But, he adds, that doesn't mean states shouldn't do so if certain outcomes are evident.
