If we started using atomic bombs against North Vietnam, we would not succeed. If they were used against us, they would drive us right out of Vietnam quickly because our forces were concentrated in bases and theirs were not. So it's surprising how ineffective nuclear weapons are against a dispersed military force. Colin Powell discovered that when he did exercises. But I guess to return, the main thing that I wanted to emphasize is that this psychology of nuclear superiority affects our own psychology and our own US willingness to place our forces in conflict around the world.
