In June of 1942, Roosevelt created the OSS, the operate. It was like the World War II version of the CIA,. The Office of Strategic Services put a very creative man named William J. Wild Bill Donovan in charge. For example, he supported the use of exotic poisons against enemy targets and also once proposed the use of bats to deliver incendiary weapons against Japan.
