Is There a Need for More Academics to Translate Research

I think there are some academics whose role a lot of times is to translate research. And I think they get very good at it. Should universities spend more time doing that themselves or should the journals? There's this strange incentive system at work where you are personally awarded on volume and it would be better if we had an incentive system that rewarded quality and not quantity.
