Is There a Ban on Anti Satellite Missile Testing?

Anti satellite missile testing for all countries, including themselves. Won't it hurt their own national interest? They have already done all the tests they would want to do. The russians have the most advanced technology. We destroyed one of our own satellites to validate the technology, and it worked.
