The Agency of Russians in Russia
Russia is not a totalitarian dictatorship. It's an authoritarian state with some degree of popular approbation, where the population has essentially conceded to let the government do these things. But they're doing tem in the name of the russian people. And so the question is, at what point do they have agency to? Can we assure thatt that they only fall on the head of the guilty, and that the innocent are spared?
