A lot of data ends up in the police records because it was reported. This isn't necessarily because the police are biased, to use the colloquial term. It's because people are reporting at different rates. People who trust the police perhaps are reporting at a higher rate and those who don't trust the police arereporting at a much lower rate. You could also think about this, that crimes that are committed in areas that are highly patrolled by police are more likely to be discovered by the police. So using these patterns, the computer then predicts the most likely locations for future crimes.
