The US treasury is simply not allowed to hold a lot of idle cash as soon as the debt ceiling is in force. The Federal Reserve still intends on removing us dollars from commercial banks to bring down inflation. Even if we get a soft landing or even if we get recession light, you've got to worry that there might be this sort of end of second half event.
