In the appointments and confirmation amendment, we do provide for a mechanism within the judiciary to remove judges for inability and incapacity. The judicial department will be able to police itself when it comes to incapacity and inability. And congress, of course, can expel its own members and could be the judge of the qualifications of its own members. There wis sufficient agreement, at least among the three teams, that that process allowing each branch to sert police inability and incapacious among its own members was the most structurally sound there.
