The Walled City in Hong Kong
The walled city was virtually autonymous from both china and britain. There weren't any building codes, obviously. And there wasn't any garbage collection either, which is why people threw their trash out the window. The triads filled the power vacuum with its own rule of law. They made at least some attempts at hygiene. Tried gangs could get theedicts to clean up the streets. residence organizations popped up to settle disputes between neighbors.
