Is Draco a Wizard?

I don't think we're really at the point of being concerned about owls being intercepted until the next one. Even if it was umbridge being in charge and owls were intercepted, I'm pretty sure he would have gotten a pass on his mail. Arthur Weasley would have such a good time figuring that out. Just just picturing Draco sitting in the Slytherin common room and just being like, oh dad's calling, like fix my hair. 100% has a flip phone, 100% hasa flip phone. That's pretty rare isn't it? It is but it doesn't mean that others couldn't have something like it.
