I'm assuming what you mean is that Soviet planning for production was more made so that you didn't produce above everything that's required. World War II, and the end of the Soviet Union, in which they started introducing market mechanisms. Yeah, it's a balancing act between these contradicting sort of interests. So, I thought I'd talk a little bit about the history of planning.
