If he's getting a refund now of several hundred dollars, then i would very much just eat into that reef on maybe pay a little bit next year. I don't think that messing around with the seven thousand is the core of his issue. So rather than do that, particularly after retirement, when their income is compressed, from a cash flow management perspective, not repaying it allows them to have more cash on hand.
