There is a basically a version number that every, you know, at everything that you communicate through base 50H starts with a version number. So the first version we just described was pay to public key hash which required people to offer a valid signature corresponding to the public key. And now we're talking about pay to script hash, which means someone needs to present the script and be able to solve the script. Why do these start with the free? It's just a convention. Once again, all this is is a version number plus this hash represented in base 58.
