Is There a Targeted Approach to Starting Pitching?

haven't seen a targeted approach to starting pitching which is not just surprising but a little concerning I remember this spring training Billy Epler at one point reached out to his coaching staff scouts and I was shocked it was like excuse me everyone on their mother knows which area in the right of Mets might really is the weakest. Carlos Beltran who was the Mets manager for about two and a half months at least nominally never got to manage a game before the sign stealing allegations came out he was hired by the Mets as a special assistant earlier this winter  and he was Mets manager prior to co-in buying the team prior to Epler coming in.
