Joanna Schwartz: I think that there are important shifts that are happening. They are happening most in local governments across our country. Philadelphia, for example, has limited the ability of police to engage in traffic stops because those stops so often lead to violence. Memphis also has begun to rethink or cause us all to rethink the use of these so-called elite units like the Scorpion unit that killed Tyree Nichols. But we still have a tremendous way to go.
