Republicans led a charge to block Clinton by citing the War Powers Act saying that only Congress can declare war. Joe Biden openly said yeah we probably should do this but sometimes the mission is more important than the letter of the law. Bill Clinton went ahead anyway even though Congress did not there was a vote on it and it was voted down in the house  but no one remembers that that's been totally memory hold.
