The real challenge is calculating the initial conditions, icatic mathematics, right? And so when you have a situation where somebody has a thousand dollars and no prospect of ever making another dollar, their behaviors are going to be very different. So i tend to think that the biggest problem we have is actually the reinforcement characteristics that we've created from a regulatory framework.
