The Rise of Authorizers in the Senate
There's only been six authorizations passed into law since 1994, or appropriations has to happen. I do feel the authorizers have given up influence and power by being unable to pass authorizations on a more regular basis over the last 30 years. Last year was a renaissance for authorizers, at least in the Senate. The bipartisan infrastructure law spent billions of dollars. Even chips in science, while the science part didn't spend a penny, just said it would be nice to spend many pennies.
