There are lots of ways in which the influence can trickle through. You're things like the number of engineers, the timeline on your project. All those things are going to create direct incentives for the engineers because they just have to do a manageable amount of work. If you've got infinite time and plenty of spare staff, why not send it off to the regulator? The rookie can handle that while the rest of us get on with someone else. But if there's no rookie there, if there's only fewer people, the junior person who'd get that job got canned last week then you've got more incentive not to send it out.
