I Agree With You on the President's Responsibility for National Security

The president, for better or worse, has come to be defined as the person responsible for national security. I think it's much harder for presidents to do that in a situation where the nation is threatened. And we'll always find rationals, moral or strategic, to continue to exercise it, as long as it's in peoples interests who are powerful. But culture is an incredibly powerful force and we can imagine america that demands a different equilibrium.
