Is Cummings a Techno-Populist?

I think that you could certainly cast Cummings in the way in which you have just done as a techno-populist. And if you look at his critique of the European Union, the fundamental basis I think in the end of his Euro-skepticism was because it didn't do error correction. It was set up in such a way that mistakes once they are made can't be undone. Then again, I think he thought of that as a knowledge problem ... whether that's a really accurate way of understanding the dynamics around Brexit or the outcome of the referendum, I think that's a whole different question.
