With Civ 3, we tried to push that some with the trigger and event system. It wasn't really built to be what you might call like data agnostic. And one of the reasons why, you know, game code had would have a lot of hard coding. We're just not going to take any assumptions into the game about what the kind of static elements are so CIF did that for Civ3. With Forex genre, it's certainly the one that was first brought to my attention as I saw a lot of wild creations get made.
