Do You Know What Level of Access People Have to VPNs in Russia?
Anybody can do it. It's a question of knowing that they exist and knowing how to find the right tool and make it happen. The state is trying to focus its efforts on Ukraine, although they are looking elsewhere. There was a formal warning issued by the UK's National Cyber Security Center of a intelligence campaign launched by Iran. Russia does have some capability, but the world is turned upon them in terms of cyber protection.
