The Cold War bargain was that the U.S. would provide security assistance as a quid pro quo for strategic cooperation, not for domestic reform or human rights performance-based measures. With Egypt, again, the basic numbers were $1.3 billion of foreign military finance and FMF,. It wasn't until after the Arab Spring that we started decrementing that amount because of concerns over democracy. Rich Altson is a senior fellow at the Atlantic Council and the Jamestown Foundation.
