Is data contracts a safety mechanism for downstream users of the data to act as a set of training wheels or guardrails? I think those interests are aligned. It's going to depend on who has the power to disrupt other people's workflows in the organization. The team at risk from the externality of bad data is the downstream team that's consuming it. And if you want to shoot yourself in the foot, that's your problem.

One of the reasons that data work is so challenging is because no single person or team owns the entire process. This introduces friction in the process of collecting, processing, and using data. In order to reduce the potential for broken pipelines some teams have started to adopt the idea of data contracts.
