Is Watergate a Scandal?

If it's just this big group of people all colluting with each other toward a shared goal and being all kinds of corruption in a way that is facilitated by democracy, i feel thak people are less interested in that. We don't see that as scandalous. There's also a feedback loop too that the co conspirators in this actual conspiracy knew that watergate would be the frame through which anybody learn only deliberately insulated ragan from knowledge. And they were right. You know, the bad guys learn from these scandals just like the good guys do.
