How Do I Write a Generic Library?

A lot of my history in linear algibra libraries was making them generic. We had users who had scaler types, cplus plus types that could support automatic differentiation automatically. And so people are pushing all kinds of crazy element types through my library. One of the proposals i've been spending a lot of time on recently is 16 73 which is a cplus plus wrapper for the basic iner algebra subroutines.
