James russell is the author of a labor guide to retirement plans for union organizers and employees. He says four or one cas have been around since probably 19 twenties. The original idea was that it was supposed to supplement pension plans. But when you get to around two thousand peopleare starting to try to retire under these things, they begin to realize that they're getting far less than they would have gotten otherwise.
