Most modern product teams are based on agile working methodologies. The idea behind experimentation is that you should be testing things and proving the value of things before seriously investing in them. Most product teams will work either by receiving ideas and opinions from an external business unit or they come up with the ideas themselves. And there's a lot of politics involved there.
