If he hadn't been treasury secretary, you wonder if some of these policies would have gone through. I think Trump had sort of catastrophically understaffed the government and during COVID there were real problems with that. You can easily imagine a huge range of other Trumpy types who could have conceivably been treasury secretary and would never have done this.
