The need for public investments in things that the market is not going to naturally do, especially in this information economy. Ther ways to fix it, but they con't involve a substantial outlay of public money. But then i think what we ideally want, which is going to be very difficult, is for governments to take responsibility for providing lots of free and reliable information. That requires solving a bunch of social problems.
