When we propose something, we put forward a suggestion. To recommend is to make some suggestions, proposals, ideas that you think somebody might like. Regret: We are sorry that something happened or indeed that something didn't happen. You're sad that you're going to miss your friend's 40th birthday party but there's nothing you can do about it.
