In 1972, the Commission on Government Procurement claimed that decentralized management to be a serious flaw. In 1976, OMB Circular A-109 established new acquisition rules for the Executive Branch seeking central authorization to create concepts. Technology push concepts and iterative feedback from requirements remained illegitimate in defense policy.
