He says increasing energy efficiency just doesn't really have a big impact, cause then you just find other uses for the energy. The amount of energy is, by definition, the amount of activities that people in your economy do. So this implies that the german economy will shrink significantly in the next 30 years. But even if it's the same, then your economy will be staying at the same level - which is not something our economy right now is designed to do.
