How Do You Make Decisions in That Context?

There are two types of uncertainty: probalistic and possiblistic. Probalistic is where you have weights associated with different outcomes. Possiblistic is while you have a set of possible outcomes, but don't have any notion of one being more probable than the other. The question is, how do you make decisions in that context? Right? How do you as a human being explain it to someone else?
