And so we've got to figure out how to optimize for asset utilization and stop optimizing for cost per kilo an hour at this particular place. We evaluate things on an individualistic basis, as opposed to a system wide basis. That has led to, you know, no optimization at the system level. But i think that unless you empower the public service commissions to be able to do their own independent analysis, then it's hard to equip them with what they need to negotiate with the utility.
