The Inertia of the Police Department

The money that's allocated to these departments, does that ever get cut? Like if they start using this stuff with excessive force, which obviously they have done and obviously they would. No, doesn't get cut. That has to happen on a federal level. And that applies 110% to the militarization of the police.
