The Unbalanced Police Response in New Jersey

Many areas of the city become unsafe. Electronic locks and buzzer systems on apartment buildings stop working. Some people hide out in stairwells or hallways to ambush and mug unsuspecting residents. Police officers that night are ordered to go to their nearest precinct. In certain neighborhoods, there's almost no police presence because nobody lives there who's a police officer.
