The Social Credit System - What's the Deal?

The government of china is introducing a thing called the social credit system. They are going to punish or reward people based on all o these metrics that they alone get to run. It's like i sat there in silence listening to o explain it, because it's unbelievable that it's actually happening. Who on earth could we find who would represent the other side on an issue like this?
