In principle, what you're describing is like a quantum mechanical black hole. That is technically possible if you can get some matter to that density. But the calculations here suggest that strings are puffy enough that they resist compression so they don't actually form a black hole. There's no event horizon here. And this suggestion from string theory is that you can form this new state of matter called a fuzzball which is not dense enough to create an event horizon but sort of looks a lot like an event horizon to our technological eyeballs. Exactly. Is there another step between a neutron star and actual density of objects thatcreate an event horizon?
