Bolsonaro Didn't Invoke Article 142
The military is empowered via Article 142 to conduct an audit of the elections. If the executive branch doesn't trigger this, then the military can do it. When Bolsonaro was the outgoing president, when he lost, but he had not yet left office, he did not invoke Article 142. He didn't because in order for that to be effective, in order for it to work, he would have to have having the support of military generals. The judiciary refused to allow the military to conduct this audit.
