Do Authority Figures Punish Gandolph More Harshly?

Randolph doesn't have a short fuse, but when you light that fuse, get out of there. Do authority figures punish gandolph more harshly than they would have punished their peers under the same circumstances? Are the rules of the universe bent or broken for your character? Like joining a group despite being too old or too young?
